A codebase in an older hash format isn't opened, and says to migrate; `tcm migrate` moves it, history and all: its names, both branches, its history entries, its release and its test results, the old database kept beside it.

A codebase in a newer format than this tcm's is refused, and left as it is.

testMigrationIsTheSameEverywhere () => void

Two copies of a codebase migrate to the same hashes, so copies that synced go on syncing.
